Оценка транспортного комплекса Восточной экономической зоны Якутии
Статья по результатам исследований, выполненных в рамках НИР «Оценка, основные тенденции изменения природного и социально-экономического состояния, человеческого потенциала Восточной экономической зоны Республики Саха (Якутия)» в рамках программы ком-плексных научных исследований по государственному контракту №5329 от 07.08.2017. Разработаны рекомендации по рациональному использованию имеющейся транспортной системы, позволяющих обеспечить технологически возможную непрерывность перевозочного процесса на всем пути следования грузов и пассажиров «от двери до двери». Получены следующие результаты: исследованы эксплуатационные характеристики автомобильного, внутреннего водного и воздушного транспорта; исследовано состояние дорожного хозяйства и его развитие за последние 16-30 лет; рассмотрена логистика завоза грузов различными видами транспорта; дана оценка роли ВЭЗ как района, имеющего транспортно-транзитный потенциал; научно обоснованы обозначенные в Стратегии социально-экономического развития РС (Якутия) проекты (по строительству дорог).

Assessment of the transport complex of the Eastern Economic Zone of Yakutia
The article is based on the results of the research carried out within the framework of the research program «Assessment, main trends of changes in the natural and socio-economic status, human potential of the Eastern Economic Zone of the Republic of Sakha (Yakutia)» as part of the comprehensive research program under the state contract No. 5329 of 07.08.2017. The recommendations on the rational use of the existing transport system have been developed, which make it possible to provide a technologically possible continuity of the transpiration process along the entire route of the goods and passengers «from door to door». The following results were obtained: the operational characteristics of automobile, inland water and air transport; the state of the road economy and its development over the last 16-30 years have been studied; logistics of delivery of cargoes by various types of transport; the role of the VEZ as an area with a transport and transit potential is assessed; scientifically substantiated projects (on road construction), outlined in the Strategy for Social and Economic Development of the Republic of Sakha (Yakutia).

Использование экономико-математической экспертной системы поддержки принятия решений по управлению изменениями проектов в промышленности
В статье показано, что в настоящее время разработка новых продуктов и технологий происходит в условиях, характеризующихся высокой степенью неопределенности. Реализуемые на промышленных предприятиях инновационные проекты подвергаются воздействию как внешних, так и внутренних факторов, которые могут рассматриваться в качестве источников их изменений. Управление инновационными проектами в промышленности также усложняется наличием рядом перечисленных в статье специфических особенностей. В статье представлена архитектура экономико-математической экспертной системы поддержки принятия решений для управления изменениями сложного проекта и реализующей, в том числе, алгоритмы построения комплексной логико-временной модели проекта и формирования для него динамической системы ключевых показателей. Данные показатели могут быть использованы для поддержки принятия решений по управлению проектами.Представлены результаты анализа и классификации источников изменений сложных проектов с точки зрения их влияния на параметры проекта. Описана процедура поддержки принятия решений по выбору групп инструментов управления проектами различных уровней. Данная процедура основана на показателях, характеризующих результаты этапов проекта с точки зрения влияния на последующие этапы и конечный результат, а также двух системах нечетких продукционных правил, позволяющих осуществлять выбор указанных инструментов как на этапе планирования, так и на этапе мониторинга проекта. Предложена методика использования разработанной экономико-математической экспертной системы поддержки принятия решений по управлению изменениями проекта. Применение указанной системы позволит повысить эффективность реализации как отдельных этапов проекта, так и всего сложного инновационного проекта в целом.

Use of economic-mathematical expert decision support system for managing changes in projects in industry
It is shown in the article that nowadays the development of new products and technologies takes place in conditions characterized by a high degree of uncertainty.Innovative projects implemented at industrial enterprises are exposed to both external and internal factors that may be considered as the sources of their changes.Management of innovative projects in the industry is also complicated due to the presence of a number of specific features listed in the article. The article describes the architecture of the economic and mathematical expert decision support system for managing complex project changes of a complex project. This system implements algorithms for constructing an integrated logical-temporal model of the project and forming a dynamic system of key indicators for it, which can be used to support decision making in project management.The results of the analysis and classification of sources of changes in complex projects are presented in terms of their impact on project parameters.The procedure of decision support for the selection of groups of project management tools at various levels is described.This procedure is based on indicators characterizing the results of the stages of a project in terms of the impact on subsequent stages and the final result, as well as on two systems of fuzzy production rules that promote the selection of these tools, both at the stage of planning and at the project stage of monitoring. The methodology of using the created economic-mathematical expert decision support systemfor project change managing the changes in projects is proposed.The application of the system described will increase the efficiency of implementation of individual steps of the project and of the entire complex innovative project in general.

Model for assessing the impact of training operators on the business processes effective management
The article analyzes the problems of sustainable development of the railway enterprise. It considers the role of rational management of human resources in enhancing the sustainability of the development of the railway transport enterprise. The influence of the qualification of locomotive crews on their labor productivity and efficiency of business process management is analyzed. A model for assessing the impact of the machinists’ qualifications on their labor productivity and the effectiveness of managing business processes is proposed.

Приведены результаты анализа основных тенденций социально-экономического развития субъектов Российской Федерации. Обоснована структура программы обеспечения экономической безопасности регионов и крупных городов, ориентированной на реализацию разработанных стратегий экономической безопасности, и предложена процедура ее разработки. Предложены показатели опасной ситуации и показатели экономической безопасности регионов и крупных городов.

Features of the development of a program to ensure the economic security of regions and major cities
The results of the analysis of the main trends in the socio-economic development of the subjects of the Russian Federation were cited. Моделирование парной регрессии и проверка её качества на основе анализа
В ходе проведения исследования на доказательство теории парной регрессии объясняется сама теория и можно утверждать, что теория доказана экспериментально с помощью анализа математических моделей линейной и экспоненциальной регрессий. В процессе проведения исследования использовались методы проверки значимости уравнений регрессии для каждой из моделей, определялся доверительный интервал для точного значения параметров, построен точечный и интервальный прогноз для значенийпараметров экспоненциальной регрессии. Также, в ходе исследования подтверждено, что линейное уравнение значимо при обоих значениях б. Экспоненциальное уравнение значимо при обоих значениях б. Экспоненциальная модель дает меньшую погрешность.

Model operation of pair regression and check of its quality on the basis of the analysis
During a research on the proof of the theory of pair regression the theory speaks and it is possible to claim that the theory is proved experimentally by means of the analysis of mathematical models of the linear and exponential regressions. In the course of carrying out a research methods of check of a significance of the equations of regression for each of models were used, the fiducial interval for precise value of parameters was defined, the pointwise and interval forecast for values of parameters of exponential regression is constructed. Also, during the research it is confirmed that the simple equation is significant at both values б. The exponential equation is significant at both values б. The exponential model gives a smaller error.

На основе сформированных рейтингов обосновывается необходимость сбалансированного использования ресурсов на железнодорожном транспорте Российской Федерации.

Comparative analysis of efficiency of use of production resources on railway transport of various countries
The article is devoted to the problem of performance evaluation of railway’s production resources utilization. Формирование показателей оценки эффективности работы транспортной компании
Повышение эффективности и качества доставки грузов является важнейшей задачей, решение которой поможет российским транспортным компаниям усилить свою конкурентоспособность на мировом рынке. На современном этапе развития российского бизнеса проблема оценки эффективности транспортных предприятий стоит очень остро. В статье представлен краткий обзор литературы по вопросам формирования критериев оценки ключевых показателей эффективности транспортной компании. Рассмотрены примеры применения данных показателей на практике, а также была предпринята попытка выделить из общей группы и систематизировать показатели, которые возможно применить в транспортной компании. В статье рассмотрены основные проблемы применения ключевых показателей эффективности, также представлены возможные ограничения, влияющие на показатели эффективности.

The development of indicators for the performance of transport companies
Improving the efficiency and quality of delivery of goods is a crucial task which could help the Russian transport companies to improve their competitive advantages in the global market. At the present stage of development of Russian business the problem of evaluation of efficiency of transport enterprises looks quite important issue. The article presents a brief review of the literature on formative assessment of key performance indicators (KPI) of a transport company. Examples of application of these indicators in practice are reviewed by authors, and it was made an attempt to exclude KPI from the general group and to systematize the indicators that may be used in the transport company. Also in the article the main problems of the application of KPI is presented possible limitations that affect these indicators.

Перспективы развития транспортной системы Российской Федерации как основного фактора повышения эффективности национальной экономики в условиях глобализации
Наличие развитой транспортной системы является одним из важнейших условий функционирования и развития национальной экономики. Транспортная система государства, ее уровень развития– это важнейший показатель ее технологического и инновационного прогресса. В условиях глобализации мировой экономики и активизации международных хозяйственных связей роль транспортной системы еще больше актуализируется. Она становится не только фактором экономического роста и создания конкурентных преимуществ для национальных экономик, но и формирование высокого качества жизни населения страны.Однако, учитывая ситуацию существенного разрыва между возможностями транспортной отрасли и ее реальным состоянием, исследования тенденций и инструментов развития транспортной системы требуют дальнейшего углубления. Особого внимания требуют проблемы влияния состояния и перспектив развития транспорта на качество жизни.Целью статьи является анализ перспектив развития транспортной системы Российской Федерации как рычага национального экономического развития, способного обеспечивать устойчивое качество жизни населения и поиск механизмов их активизации в национальном развитии.

Perspectives of the development of the transport system of the Russian Federation as the main factor of increasing the efficiency of the national economy in the conditions of globalization
The presence of well-developed transport system is one of the most important conditions for functioning and development of the national economy. The level of development of the transport system of the state - is one of the most important features of its technological and innovative progress. In a globalizing world economy and increased international economic relations the role of the transport system more updated. It is not only a factor of economic growth and the creation of competitive advantages for national economies, but also the formation of a high quality of life of the population. However, given the situation of a significant gap between the capabilities of the transport industry and its actual state, trends and research tool for development of the transport system need to be further deepening. Require special attention the problem of influence of the state and prospects of development of transport on the quality of life. The aim of the article is to analyze the prospects for the development of the transport system of the Russian Federation as a lever for national economic development, capable of providing sustainable quality of life of the population and the search for mechanisms to activate them in national development.

Управление рисками с использованием сделок с производными ценными бумагами
Статья посвящена проблемам проведения операций на рынке ценных бумаг с использованием производных инструментов. Кратко анализируются методы хеджирования и современное состояние рынка производных ценных бумаг Российской Федерации, описан спектр инструментов и механизмов их использования на фондовом и валютном рынках, выделены основные тренды инвестирования. Учтены действия внешних и внутренних факторов, которые также оказывают влияние на стоимость капитала при решении о выходе на фондовый рынок с производными ценными бумагами и выборе источников его финансирования. Приведена актуальная статистика по динамике стоимости акций ПАО «Сбербанк» и возможным финансовым вложениям, по источникам хеджирования рисков, а также по возможным управляемым инвестиционным затратам. Проведен анализ возможности применения стратегий хеджирования сделок фьючерсами как подхода к управлению рисками. Сделан вывод о том, что использование производных финансовых инструментов дает возможность осуществлятьснижение стоимости финансирования и повышение доходности вложений, что в комплексе представляет управляемый потенциал диверсификации вложений и рисков.

Risk management with the use of transactions with derivative securities
Article is devoted to current problems of carrying out operations on securities market with use of derivative tools. It is briefly analyzed methods of hedging and the current state of the market of derivative securities of the Russian Federation, the range of tools and mechanisms of use both instruments of the stock market, and currency is described, the main trends of similar investment are allocated. Actions of external and internal factors which also exert impact on capital cost at the decision on an entry into the stock market with derivative securities and the choice of sources of his financing are considered. The modern statistics on dynamics of value of the stock of Sberbank and possible financial investments is given to him in general, on sources of hedging of risks and also on the possible operated investment costs. On the basis of the obtained data the analysis of a possibility of application of strategy of hedging of transactions by futures as approach to risk management on them is carried out. The conclusion is drawn that use of derivatives gives the chance to carry outdepreciation of financing and increase in profitability of investments that in a complex provides the operated potential of diversification of investments and risks.

В статье рассмотрен мировой опыт крупнейших европейских транспортно-логистических компаний, раскрыто понятие «логистический центр» и рассмотрены перспективы развития железнодорожного транспорта Российской Федерации на мировом рынке транспортных услуг. Социальные риски в деятельности российских компаний: методы и инструменты управления
В статье рассматриваются социальные риски и их роль в управлении предпринимательскими структурами. Профессиональные риски являются индикаторами степени социальной напряженности и уровня успешности предпринимательской среды как на локальном уровне - региональном и уровне конкретного предприятия, так и на макроуровне. Низкий уровень трудовой и производственной дисциплины, безответственность и формальное «изучение» требований охраны труда болезненно сказываются на состоянии охраны труда, деловой репутации компании. В качестве наиболее перспективной формы минимизации социальных рисков предпринимательской деятельности предлагается рассматривать корпоративную социальную ответственность и социальное партнерство.

Social risks in the activities of Russian companies: methods and management tools
The article discusses the social risks and their role in the management of entrepreneurial structures. Occupational risks are indicators of the degree of social tension and level of success of entrepreneurial environment on local level, regional level and enterprise specific, and macro. Low labor and production discipline, irresponsibility and a formal «study» of health and safety requirements painful impact on the state of labour protection, and business reputation of the company. As the most promising form of minimizing social risks of entrepreneurship are invited to consider corporate social responsibility and social partnership.

Разработка системы мер по опережающему развитию приоритетных направлений науки и технологий
Требование по разработке системы необходимых мер для опережающего развития приоритетных направлений в науке и технологиях является одним из основных факторов успеха реализации Национальной технологической инициативы (НТИ), о создании которой Путин В.В. объявил в послании к Федеральному собранию от 4.12.2014, назвав ее приоритетной в осуществляемой политике государства. В статье дается оценка современного состояния развития технологических платформ и кластеров как основных субъектов реализации приоритетных направлений. Авторами отмечено, что существует ряд проблем, связанных со сбором и анализом статистической информации по данному вопросу.

Development of the system of measures on the sustainable development of priority directions to sciences and technologies
The requirement for development of the system of necessary measures for the advancing development of the priority directions in science and technologies is one of major factors of success of implementation of the National Technological Initiative (NTI) which creation Putin V.V. declared in the message to Federal Assembly of 4.12.2014, having called it priority in the performed policy of the state. In article an assessment of the current state of development of technological platforms and clusters as main subjects of implementation of the priority directions is given. Authors noted that there is a number of the problems connected with collection and the analysis of statistical information on the matter.

О мерах государственной поддержки инновационного потенциала отрасли ИТ в Российской Федерации
Авторами статьи проведен анализ текущего положения наиболее перспективного и рискового направления рынка, а именно сферы инноваций и его информационной отрасли. По результатам анализа удалось аргументированно доказать возможность посредством развития ИТ-отрасли модернизации труда в различных организациях, включая государственный сектор, сокращения издержек и повышения потенциала производства.
Итогом проведённого анализа стали предложения по развитию мер государственной поддержки российских производителей программного обеспечения. Выполненный анализ позволяет увидеть целостную картину развития данного сектора и выявить дальнейшие направления государственной политики по его развитию.

About measures of state support of innovative potential of the it industry in the Russian Federation
The authors of the article conducted the analysis of the current situation and the most promising risk areas of the market, namely the sphere of innovations and industry. The results of the analysis failed to convincingly prove the possibility through the development of the it industry modernization work in various organizations, including the public sector, reducing costs and increasing production capacity. State support allows to achieve the most favorable results of the impact of innovative approaches in the it field for the life of society, increasing the volume of production at enterprises, introduction of new jobs, creation of new services.
The result of the analysis are proposals for the development of measures of state support of Russian software producers. The analysis gives a complete picture of the development of the sector and to identify further directions of the state policy for its development.

Клиентская аналитика в банковской сфере
Банковская деятельность обладает своей спецификой и требует выработки специальных механизмов работы с клиентами и реорганизации бизнес-процессов в своей области. Учитывая большой поток клиентов, банк заинтересован в быстрой работе с текущими и потенциальными клиентами и определении путей привлечения новых. Для решения проблемы необходимо создание эффективной информационно-аналитической системы в банковской сфере. В статье рассматривается опыт автоматизации деятельности банка в сфере обслуживания юридических лиц и индивидуальных предпринимателей работы на основе информационно-аналитической CRM-системы. Создание информационно-аналитической системы банка велось в два этапа: на первом этапе была внедрена CRM-система на базе MS Dynamics CRM, на втором был построен аналитический слой на основе MS Power BI. В банке выстроен клиентоориентированный подход, позволяющий персонализировать взаимоотношения с клиентами, повысить качество обслуживания.

Customer analytics in banking
Banking activities have their own specifics and require the development of special mechanisms for working with customers and business processes reengineering. Given the large flow of customers, the bank is interested in efficient work with current and potential customers and in identifying ways to attract new ones. To solve the problem, it is necessary to create an effective information and analytical system in the banking sector. The article considers the experience of automation of the bank's activity in the sphere of corporate customers and individual entrepreneurs based on the information-analytical CRM-system. Creation of the information and analytical system of the bank was conducted in two stages: at the first stage, a CRM-system was implemented on the basis of MS Dynamics CRM, on the second stage an BI layer based on MS Power BI was built. As the result, the bank has built a client-oriented approach, which allows to personalize relations with customers and improve the quality of services.

Применение кластерного подхода для повышения конкурентоспособности предприятий
В статье рассматриваются возможности повышения конкурентоспособности предприятия за счет участия в кластере. Предложна авторская модель удельной конкурентоспособности. Рассмотрены источники конкурентного потенциала. Описаны факторы и формы влияния кластерной модели организации хозяйственной деятельности на отдельные уровни конкурентоспособности. Сформирована типовая схема отраслевого кластера, а также схема взаимодействия отраслевого кластера с внешней средой. Конкретизированы цели участников кластера по решению общих задач развития для достижения целей повышения своей конкурентоспособности. Выявлены предпосылки и условия возникновения кластера для различных групп заинтересованных сторон. Разработаны модель влияния кластера на повышение конкурентоспособности территории, а также механизм формирования конкурентоспособности предприятия за счет непосредственного участия в отраслевом кластере.

The cluster approach application to increase competitiveness of enterprises
The article examines the possibilities of increasing the competitiveness of the enterprise through participation in the cluster. The author's model of specific competitiveness is proposed. Sources of competitive potential are considered. The factors and forms of influence of the cluster model of the organization of economic activity on individual levels of competitiveness are described. A typical scheme of an industry cluster was formed, as well as a scheme of interaction between a sectoral cluster and the external environment. The goals of the participants of the cluster on solving common development problems are set in order to achieve the goals of increasing their competitiveness. The preconditions and conditions for cluster formation for different stakeholder groups are revealed. The model of the influence of the cluster on increasing the competitiveness of the territory, as well as the mechanism of forming the competitiveness of the enterprise through direct participation in the sectoral cluster were developed.

Формирование нового пакета транспортных услуг на ж.д. станции Лужская при отправке специализированного груза
Произведена оценка наиболее актуальных вопросов формирования маршрутов из порожнего ПС под погрузку. Так как в условиях профицита ПС на сети ОАО «РЖД» собственники вагонов используют пути необщего пользования как отстойники. В результате чего возникают трудности при приёме груженых вагонов и их обработке в порту.
На основании данных о заадресовке порожнего ПС с ж.-д. ст. Лужской по дорогам назначения и по основным операторам-собственникам ПС предложен пакет услуг – формирование маршрутов из порожнего ПС на ж.д. ст. Лужская под погрузку на станции – назначения Западно-Сибирской и Октябрьской железной дорог с консолидацией по операторам-собственникам Таким образом, на ж.д. ст. Лужская будет формироваться годный под погрузку маршрут их порожнего ПС путём совершения дополнительного коммерческого осмотра и консолидацией по виду ПС, по региональному признаку, по оператору–собственнику ПС.

Formation of a new set of transport services on the Luzhskaya railway station when shipping a specialized cargo
The most topical issues of the formation of routes from the empty SS for loading were evaluated. In the conditions of the PS surplus on the network of JSC «Russian Railways» the owners of the wagons use the non-public ways as settling tanks. As a result, there are difficulties in accepting laden wagons and handling them in the port.
Based on the data on the read-out of the empty RS from Luzhskaya station to the roads of destination and the main operators-owners of the RS offered a set of services – the formation of routes from the empty SS on the Luzhskaya station for loading on the destination station of West-Siberian and Oktyabrskaya railways with consolidation for operators-owners. Thus, on the railway station Luzhskaya will be formed suitable for loading the route of their empty RS by completing an additional commercial inspection and consolidation by type of substation, on a regional basis, on the operator-owner of the substation.

Анализ информационных систем для морской логистики
Проведен анализ программных средств, применяемых для организации и управления процессами морских грузоперевозок. Выявлен ряд недостатков в существующем программном обеспечении, используемом для организации работы в специфических районах плавания, таких как Арктика и субарктика: отсутствие системподдержки принятия решения, отсутствие анализа для расчета времени доставки и стоимости грузоперевозок. Предложено разработать интеллектуальную систему управления информационны-ми потокамив организации и управлении процессами морских грузоперевозок с учетом сложных условий плавания. Разработана архитектура интеллектуальной системы орга-низации морских грузоперевозок с учетом сложных условий плавания в Арктике и субарк-тике. Разработка и внедрение интеллектуальной системы организации морских грузоперевозок позволит: формализовать знания и автоматизировать решение сложных произ-водственных задач; решать задачи ситуационного управления;осуществлять поддержку принятия управленческих решений.

Analysis of information systems for marine logistics
The analysis of software for the organization and management of the processes of sea freight. A number of shortcomings have been identified in the existing software used to organize work in specific areas of navigation, such as the Arctic and the subarctic: the lack of decision support systems, the lack of analysis for calculating the delivery time and the cost of freight. It is proposed to develop an intelligent system for managing information flows in the organization and management of shipping processes taking into account complex conditions of navigation. The architecture of an intelligent system for the organization of sea freight traffic has been developed, taking into account the complex conditions of navigation in the Arctic and subarctic regions. Development and implementation of an intelligent system for organizing sea freight traffic will allow: formalize knowledge and automate the solution of complex production tasks; solve the tasks of situational management; support the adoption of managerial decisions.

Применение линейного программирования к оптимизации модернизации и реконструкции экономических объектов
Для Российской Федерации, с учетом размера ее территории, особо значима транспортная отрасль. Для ее качественного функционирования встает вопрос разработки алгоритма, программы, позволяющих организовать эффективное вложение денежных средств в обновление производства, получить максимальную отдачу. В работе предлагаются искомый алгоритм и программа, при помощи аппарата линейного программирования решается задача оптимизации очередности проведения реконструкции или модернизации отдельных элементов (грузовых участков) перегрузочного терминала. Организации обеспечения качественных логистических процессов объективно мешает сокращение научного потенциала, в виду, в том числе, выезда перспективных специалистов за рубеж. Крайне важно, что государство осознает необходимость проведения модернизации экономики, создания современных производств.

Application of linear programming to optimization of modernization and reconstruction of economic objects
For the Russian Federation, taking into account the size of its territory is particularly significant transport industry. For its proper functioning, the question arises of the development of the algorithm of the program, allowing to organize the effective investment of funds to upgrade production, to obtain maximum impact. The work offers the desired algorithm and the program, by using the apparatus of linear programming to solve the optimization problem for the prioritization of the reconstruction or modernization of separate elements (sections cargo) transshipment terminal. To provide high-quality logistics processes objectively prevents the reduction of the scientific potential in mind, including the departure of specialists abroad. It is extremely important that the state understands the need for modernization of the economy and the creation of modern productions.

Поиск эффективной модели управления на железнодорожном транспорте продолжается: взгляд в прошлое и задачи на перспективу
В статье данаоценка последствий реструктуризации отрасли железнодорожного транспорта. Опыт проведения структурных преобразований на железнодорожном транспорте демонстрирует полярное видение перспектив реформирования отрасли: с одной стороны, коренной ломки отрасли не делать, с другой, реформу проводить в ускоренном темпе. Ускоренная либерализация, создание искусственной конкуренции в отрасли привели к негативным последствиям в экономике страны, увеличению государственных расходов на их проведение. Необходима разработка программного документа по дальнейшему реформированию железнодорожного транспорта, в результате реализации которого должны быть созданы условия для обеспечения динамичного развития экономики страны, повышения конкурентоспособности железнодорожного транспорта и инвестиционной привлекательности отрасли. Предложены основные направления совершенствования механизма привлечения инвестиций и улучшения процессов взаимодействия участников рынка железнодорожных перевозок.

The search of the effective management model of the railway transport is continuing: a look into a past and tasks for the future
The article gives an assessment of the consequences of the railway transport industry restructuring. The experience of carrying out structural transformations in railway transport demonstrates a polar vision of the prospects for reforming the industry: on the one hand, there is no need for radical break-up of the industry, on the other, reform must be carried out at an accelerated pace. Accelerated liberalization, the creation of artificial competition in the industry, an increase in government spending on their conduct. The need to develop software for further dynamic development of the economy, improve the competitiveness of rail transport and the investment attractiveness of the industry. The main directions of improving the mechanism for attracting investments and improving the interaction of participants in the railway transportation market are suggested.

Проблемы внедрения охранного телевидения на объектах водного транспорта в свете новых нормативных документов
Принятие новых нормативно-правовых документов по транспортной безопасности (ТБ) требует проработки механизма внедрения приведенных в них требований как в части административно-организационной, так и в части технических средств охраны (ТСО). Указанные требования изложены в постановлениях правительства № 678 [1]2016 г.( требования по ТБ) и № 969 [2] 2016 г. (требования к охранному оборудованию и его сертификация). При этом возникают проблемные вопросы, требующие детального анализа, особенно в при внедрении охранного телевидения (ОТВ). Наряду с общими вопросами проектирования ОТВ придется решать и дополнительно: как обеспечить использование ОТВ для целей досмотра и аудиозаписи переговоров с объектами досмотра; как обеспечить хранение данных ОТВ на судах; каким образом выполнить требование представления на экране монитора изображений не более 4-х телекамер (ТК); как оценить требования при уровнях безопасности 2 и 3 для категорий 1, 2 объектов водного транспорта осуществлять наблюдение двумя и даже тремя операторами сил ТБ. Отсюда проектирование ОТВ превращается в сложный комплекс процедур с анализом десятков различных параметров по элементам ОТВ, которые предполагается применять на объекте.

Problem of inculcation guard television on water transport objects in requests new norm documents
Adoption of new standard and legal documents on the transport safety (TS) demands study of the mechanism of introduction of the requirements provided in them both in part is administrative – organizational, and regarding the technical means of protection (TMP). The specified requirements are stated in government resolutions No. 678 [1] of 2016 (the requirement for TS) and to No. 969 [2] of 2016 (the requirement to the security equipment and its certification). Thus there are problematic issues demanding the detailed analysis, especially in at introduction of security television (OTV). Along with the general questions of design of OTV it is necessary to solve and in addition: how to provide OTV data storage on vessels; how to fulfill the requirement of representation on the screen of the monitor of images no more than 4 television cameras (shopping mall); how to estimate requirements at levels of safety 2 and 3 for categories 1, 2 of objects of a water transport to carry out supervision by two and even three operators of forces of TS. From here design of OTV turns into a difficult complex of procedures with the analysis of tens various parameters for the OTV elements which are supposed to be applied on object.

Оценка влияния возраста сухогрузных и наливных судов речного флота на объемы плановых ремонтов
В статье обоснована актуальность разработки методов прогнозирования объемов (стоимостей) ремонтов грузовых судов речного флота для российских судоходных компаний, перед которыми стоит проблема обновления устаревшего флота и повышения конкурентоспособности.
Рассмотрена функциональная взаимосвязь объемов плановых ремонтов судов речного флота и возрастом этих судов. На основе и большого объема статистических данных впервые выведены теоретические линии регрессии стоимостей среднего и текущего ремонтов сухогрузных и наливных судов, позволяющие прогнозировать объемы этих ремонтов на любой год нормативного срока службы. Объем выборки составил 4410 текущих ремонтов наливных судов в возрасте от 2 до 22 лет и 4349 текущих ремонтов сухогрузных судов в возрасте от 2 до 23 лет. По средним ремонтам объем выборки составил 385 для наливных судов в возрасте от 4 до 24 лет и 537 для сухогрузных судов в возрасте от 4 до 22 лет для сухогрузных судов.
Проанализирована динамика фактических объемов текущих и средних ремонтов судов речного флота в течение нормативного срока их службы. Рассчитаны прогнозные объемы плановых ремонтов современных сухогрузных и нефтеналивных судов.

Evaluation of the influence of the age of dry-load and naval ships of the river fleet on the volumes of plan repairs
The article proves the urgency of developing methods for forecasting the volumes (costs) of repairs to cargo ships of the river fleet for Russian shipping companies facing the problem of updating the obsolete fleet and increasing competitiveness.
The functional interrelation of the volumes of scheduled repairs of vessels of the river fleet and the age of these vessels is considered. On the basis of a large amount of statistical data, theoretical regression lines for the values of average and current repairs of dry-cargo and liquid ships have been derived for the first time, allowing to predict the volumes of these repairs for any year of the standard service life. The sample size amounted to 4,410 current repairs of tankers aged between 2 and 22 years and 4,399 routine repairs of dry cargo vessels aged 2 to 23 years. For medium repairs, the sample size was 385 for bulk vessels aged 4 to 24 years and 537 for dry cargo vessels aged 4 to 22 years for dry cargo vessels.
The dynamics of the actual volumes of current and average repairs of the river fleet vessels during the standard period of their service is analyzed. The forecast volumes of routine repairs of modern dry cargo and oil tankers are calculated.

Экономика на автотранспорте. Качество оказываемых услуг
Статья посвящена состоянию транспортной системы России и особенностям экономического развития автотранспорта, качеству оказываемых услуг на автотранспорте России. Также большое внимание уделяется качеству обслуживания на автомобильном транспорте.Необходимо помнить, что специфика таких перевозок заключается в перевозке грузов и пассажиров на небольшие расстояния, хотя зачастую перевозка груза используется и на большие расстояния.В статье говорится о том, что автомобильный транспорт является важным экономическим узлом России, важным элементом транспортной системы, выступающим связующим звеном между потребителем и другими видами транспортировки. Качество услуги – это качество процесса труда. Услуга на автотранспорте с экономической точки зрения представляет собой потребительскую стоимость в определённом направлении в определённом месте. С помощью автомобильного транспорта выполняются грузовые и пассажирские перевозки. Пассажирский транспорт перевозит не только людей, но и ручную кладь, багаж пассажиров.

Разработка технологии обработки балластных вод на береговых сооружениях
Приведены параметры стандартов «Международной конвенции о контроле судовых балластных вод и осадков и управления ими, 2004» по количественному и биологическому аспектам управления водяным балластом (стандарты D-1 и D-2). Отмечено, что после вступления в силу международной конвенции и стандарта D-2 странам участникам, необходимо приступить к созданию портовых сооружений обработки балластных вод.
Проанализированы условия сброса очищенной воды в поверхностные водоемы России. Определены гидрохимические показатели судового водяного балласта. С учетом рекомендаций «Руководства по приемным сооружениям для балластных вод» Комитета по защите морской среды ИМО и нормативных документов РФ, намечены возможные технологии обработки балластных вод.
Исследована возможность использования насыпных фильтров в качестве первой ступени обработки водяного балласта на береговых очистных сооружениях. В результате математической обработки полученных экспериментальных данных рассчитаны оптимальные технологические параметры процесса фильтрования.

Development of ballast water treatment technology at the coastal plants
The parameters of the standards of the «International Convention on the Control and Management of Ship Ballast Water and Sediments, 2004» on the Quantitative and Biological Aspects of Ballast Water Management (standards D-1 and D-2. It is noted that after the entry into force of the international convention and the D-2 standard, the countries need to start the creation of port ballast water treatment facilities.
The conditions for the discharge of treated water into surface waters of Russia are analyzed. Hydrochemical parameters of ship’s ballast water are determined. Taking into account the recommendations of the Guidelines for Ballast Water Receiving Facilities of the Marine Environment Protection Committee of the IMO and regulatory documents of the Russian Federation, possible technologies for ballast water treatment are outlined.
The possibility of using bulk filters as the first stage of treatment of water ballast in onshore treatment facilities is investigated. As a result of mathematical processing of the experimental data obtained, optimal technological parameters of the filtering process were calculated.

Опыт реформирования железных дорог в промышленно развитых странах мира
Железнодорожный транспорт играет особую роль в социально-экономическом развитии ведущих стран мира. Вопросы организационно-экономического и технического развития железнодорожного транспорта приобретают всё более важное значение в связи с выходом из системного кризиса. Статья посвящена оценке ситуации, сложившейся на железнодорожном транспорте промышленно развитых стран мира, с характеристикой приоритетов реструктуризации в правительственных программах развития и модернизации железных дорог. Основное внимание уделено ответу на вопрос: привело ли разгосударствление железных дорог в странах ЕС к существенному повышению качества обслуживания клиентуры и притоку средств внешних инвесторов в развитие инфраструктуры. Отмечено, что субсидии из государственных бюджетов сохраняются на достаточно высоком уровне, а проблемные вопросы в использовании производственных мощностей железных дорог сохраняются.

The experience of reforming railways in industrial developed countries of the world
Railway transport plays a special role in the socio-economic development of the world's leading countries. The issues of organizational, economic and technical development of rail transport are becoming increasingly important in connection with the way out of the systemic crisis. The article is devoted to the assessment of the situation in the railway transport of the industrialized countries of the world, with the characterization of the priorities for restructuring in the government programs for the development and modernization of railways. The main attention is paid to the answer to the question: has the denationalization of railways in the EU countries resulted in a significant improvement in the quality of client servicing and the inflow of funds from external investors into infrastructure development. It is noted that subsidies from state budgets remain at a rather high level, and problematic issues in the use of railroad production capacities remain.

Функциональное моделирование движения и нахождения на якорных стоянках, швартовках крупнотоннажных судов при влиянии внешних определяющих факторов и судовождение в береговой зоне ответсвенности национального сегмента Е-навигации
Предлагаются методики расчета статического положения судна, силовых нагрузок при действии внешних факторов на корпус судна, жесткостных характеристик якорных, швартовных и отбойных устройств, определения вектора волновых нагрузок на основе формулы Морисона как совокупности элементарных гармоник. Производится динамический анализ векторного рысканья судна в якорной позиции, базирующийся на решении пяти задач динамики.

Functional modelingof movement and location at anchorage, mooring of the large-capacity vessels under the influence of the external determining factors and navigation in the coastal zone of responsibility of the national segment E-navigation
The methodologies of calculating the static position of the ship, force loads under the influence of external factors on the ship’s hull, stiffening characteristics of anchoring, mooring and fendering devices, identification of vector of the wave loadson basis of the Morison formula as an aggregate of elementary harmonics are proposed. The dynamic analysis of the vector prowl of the vessel at anchor position which based on the solution of five dynamics problems is estimated.

Вариативность национального сегмента Е-навигации в формате нейросетевой структурной конфигурации (на примере пилотного проекта систем безопасности мореплавания в морском операционном районе порта Новороссийск в концепции Е-навигации)
В статье представлен вариант развития пилотного проекта Е-навигации в соответствии с концепцией рекомендованной ИМО. Одной из вероятных управляющих моделей возможна нейросетевая структура обработки данных. Показана вероятная структурная конфигурация автоматизированной системы управления транспортным процессом на основе аппаратно-программного комплекса Е-навигации береговых и судовых модулей.
Представлено оптимальная управление аналитическими системами, основанное на нейросетевом принципе. Показана модель управления судном на завершающем этапе рейса с учетом преобразований расширенного фильтра Кальмана. Предложен алгоритм оптимального управления пилотным проектом Е-навигации в морском операционном районе Азово-Черноморского бассейна.

The variability of the national segment E-navigation in treatment of neural network structural configuration (on the example of pilot project of system of safety of navigation in region of port of Novorossiysk in the concept of E-navigation)
The article presents the variant of development of the pilot project of E-navigation in accordance with the concept recommended by the IMO. One of the probable governing models of possible neural network structure data processing and the management of the vessel at the final stage of flight by using the extended Kalman filter. Shown the probable structural configuration of automated control system of transport process on the basis of hardware and software E-navigation shore-based and vessel modules. Presents optimal control of analytical systems based on neural network principle. The proposed algorithm of optimal control of a pilot project of E-navigation in the marine operating area of the Azov-black sea basin.

Метод нечетких множеств для решения задачи организации комплексной перевозки нефтепродуктов в условиях Арктики
Статья содержит предложение по оптимизации организации перевозок грузов в Российской Арктике. В работе произведен анализ возможных вариантов доставки грузов (нефтепродуктов) в краткосрочной перспективе с учетом состояния ледокольного флота Российской Федерации до 2025 года. Обосновывается положение о том, что необходимость поиска решения задачи рациональной доставки груза, возникает всегда при планировании транспортного процесса. Сделан вывод о том, что в процессе развития постиндустриального общества все больше внимания уделяется использованию теории нечетких множеств, при решении различных слабоструктурированных задач, к которым относится доставка грузов в условиях плохо развитой инфраструктуры, нестабильного грузопотока, а также сложных гидрометеорологических условий. В статье проанализирован раздел математики, который помогает в разработке методов обработки исходной «нечеткой информации», что актуально при планировании транспортного процесса в Арктику. Практика использования аппарата нечетких множеств в различных отраслях позволяет сделать вывод о широком его использование в экспертных системах, в том числе и в логистике. В исследовании показано, что решение задачи доставки нефтепродуктов несколькими типами судов повышает точность синтеза нечеткой системы с заданным уровнем критерия Подобный подход, по мнениям специалистов в области системного управления цепями поставок, может быть полезен на этапе планирования транспортной эконометрики.

Method of fuzzy sets for solving problem of the organization of complex transportation of oil products in Arctic conditions
The article contains a proposal of optimization of cargo transportation in the Russian Arctic. There is made outcome of possible variants of delivery cargo (oil products) in the short term perspective taking into account the state of the icebreaking fleet of the Russian Federation till 2025. It is concluded that in the development of the postindustrial society, more attention is paid to the use of the theory of fuzzy sets, in the solution of various weakly structured tasks, which includes the delivery of goods in conditions of poorly developed infrastructure, unstable cargo traffic, as well as complex hydrometeorological conditions. The article analyzes the section of mathematics that helps in developing methods for processing the initial «fuzzy information», which is actual in planning the transport process to the Arctic. The practice of using the apparatus of fuzzy sets in various industries allows us to conclude that it is widely used in expert systems, including in logistics. The study shows that the solution of the problem of delivering petroleum products by several types of ships improves the accuracy of the synthesis of a fuzzy system with a given level of criteria. The proposed method makes it possible to infer the rationality of training the neural network necessary to verify the fulfillment of the assigned task. Such approach, according to the experts in the field of supply chain management, can be useful in the planning of transport econometrics.
